This is a confirmation of the receipt of your correspondence. As
stated in my Letter of proposition, I am Samuel Arkhurst, the Director
of Debt Management Services of the Republic of Ghana. The Debt
Management Unit (DMU) as a Parastatal of the Ministry of Finance was
established in the year 2004 and as a division operates directly under
the supervision of the Deputy Minister in charge of Finance. Our
responsibility has been to centrally coordinate the management of
Ghana’s debt, which was hitherto being done by a myriad of
establishments in an uncoordinated fashion which hitherto led to
inefficiencies and delays in payment of both external and internal
debts by the various banking and financial establishments. This
re-organization followed the transfer of operational responsibility
for setting official Ghana interest rates, banks liabilities and debt
settlement from the Bank of Ghana in May 2004. The DMO's remit is to
carry out the Government's debt management policy of minimizing
financing costs over the long term, taking account of risk, and to
minimize the cost of offsetting the Government's and Banking industry
net cash flows over time, while operating in a risk appetite approved
by Ministers in both cases.

I am contacting you on my personal capacity of a business transfer
involving a huge sum of money from a deceased account. Though I know
that a transaction of this magnitude will make any one apprehensive
and worried, but I am assuring you that everything has been well taken
care of, and all will be well at the end of the day. To ease your
apprehension, I got your contact from the Ghana chambers of Commerce
and industry, foreign trade division.

PROPOSITION; As the Director of the DMU, I am privy to know and also
give tentative approval of payment for Debts certified to be in order
by the Bank of Ghana. A foreigner named Abdelwahid Sadallah, a Syrian
National with varied business interest locally here in Ghana was
approved for payment of his due sums owed by the Central Government.
Payment was earmarked for Job Completed in the Asphalting and
Expansion of the Akosombo Dam Complex, Cape Coast Region. However we
have tried to get in contact with him through his Known address in
Syria but the report we got was that his home town of Aleppo in his
country has been destroyed due to the civil war over there. Hence the
Syrian Embassy here in Accra was informed to make contact with the
contractor or his relatives on our behalf. The report received from
the Embassy a few weeks ago is that Mr.Abdelwahid Sadallah been a very
advance man of age has since died in April 2015 which is indeed very
unfortunate. And most unfortunate, his only known relative, his
daughter also died in the tail end of last year.

Since his death, none of his next-of-kin are alive to make claims for
this money as his heir, because they are either dead or permanently
displaced due to the civil war ongoing in Syria. We cannot release the
approved funds for contract executed by the Company of Late
Mr.Sadallah unless someone applies for claim as the next-of-kin to the
deceased as indicated in Governmental payment procedural guidelines.
Upon this discovery, I now seek your permission to have you stand as a
next of kin and business associate of the deceased, as all
documentations will be carefully worked out by a lawyer for the funds
US$ 8,200.000.00 (Eight Million, two hundred thousand United States
Dollars.) to be released in your favor as the beneficiary's next of
kin.

It may also interest you to know that we have secured from the
Probate an order of Mandamus to locate any of the deceased other
beneficiaries.

Please acknowledge receipt of this message in acceptance of our mutual
business endeavor by furnishing me with the following information such
as:

1) A scanned copy of my international passport,

2) A scanned copy of the International Passport of the Late
Contractor, Mr.Sadallah as retrieved by me from the Immigration
Department while we were making enquiries on his where about,

3) A copy of his Death Certificate issued in Syria as a
confirmation of his death as received from the Embassy of Syria here
in Accra

4) Approval of Foreign Exchange Allocation by the Ministry of
Finance dated the 16th day of May 2015 and addressed to the Payee
bank, the Bank of Ghana for Intertrade Merchant Limited, the primary
company of Mr.Sadallah.

5) Payment Approval for the Contract sum for Intertrade Merchant
Limited as approved by the Bank of Ghana on June 7th 2015.

These attached documents are for your perusal only and for you to have
a better knowledge of what we are doing.

My dear friend, with the information and data’s I have received from
you in your previous correspondence, I will go right ahead to secure
the services of a notable Legal Practitioner with the sole purpose of
swearing to an Affidavit-of-oath stating that you are the next – of –
kin and Legal beneficiary to the Estate of the late Mr.Sadallah. As
soon as that is done and with the consent of the High Court, a Probate
letter of Administration will then be issued by the same Judiciary
giving Legal backing to your claims as regard the aforementioned
Estate.

With all valid and Legal documentations in place, the responsibility
of the Attorney will be to present same papers to my Department (which
is in charge of al debts settlement here in Ghana) by making a formal
application for the release and payment of the sum of US$ 8,200.000.00
(Eight Million, two hundred thousand United States Dollars.) Into the
bank account to be submitted by you. As a result of my direct interest
and involvement in this project, this will be speedily approved by my
Department after which a Payment Voucher will be raised directing the
Payee bank, the Bank of Ghana to immediately commence payment. It is
that simple as long as we work collectively and in harmony.

working in the Civil Service of my country, I have always placed a
high premium on honesty and I believe it is necessary we keep to our
words. For that, I hereby restate once again that for your assistance
in conclusion of this project, a percentage sum of 30% has been
earmarked for you as compensation as I have also made provision of a
contributory percentage sum of 5% to be donated to any charity
organization within your locality. The balance sum of 65% shall be for
me for investment purposes in your country as i cannot bring back this
