Thanks for your reply and initial show of interest so far. Please excuse my English writing, because I'm not very good to put English words together.

Needless to say, my below proposal details are what I have in mind and how exactly we need to work in tandem towards achieving it and channel it in a profitable investment. But if my proposal does not sit well with you, I will respectfully prefer you bowing out early so we do not waste each other’s time.

In my job, a position as directors of the High Way Roads constructions under Ministry of Roads and Highways, my office is responsible for payment and settlement of contractors who carry out Roads projects here. This particular project was estimated to cost the amount of 148 Million USD. And these figure were obtained from foreign contractors by the Government after their evaluations.

My Government approved and released the fund to my office for the execution of the project, which I have done effectively. The project was supervised at the end of 2015 by the Government (Ministry of Roads and Highways) after completion, and all involved were satisfied.

However, at the end of the project I spent only 134,120,330,000.00 out of 148 Million USD that was officially mandated. As the chairman in charge of these project, I was able to re-negotiate with the contractors before the work get started. I have also paid all the contractors in accordance with our agreement, so left with the balance of $13,879,670.00, and that was the reason why I contacted you. The balance belongs to me but I cannot be claim by myself since a wire transfer inward in my name to Ghana will raise suspicions which I don't want to entertain due to my reputation.

I simply want to present you as one of the contractors that supplied equipment's during the project period that ended just last two years 2015, so these funds can be transferred to your Bank account. As the chairman of the organization, I have already informed everybody in my office including the payment company that the remaining balance belongs to one of the contractors who supplied equipment's. All legal and backing documents would be worked out by my office and my connections so the claim process goes smoothly and legally.

For political reasons, and also my future political plans going forward, I do not want to attract anyone who knows me or any of my relatives, to avoid any form of blackmail and betrayal in future. This is my reason for seeking a foreign partner on this venture. As an account owner for this transfer, you will be entitled to 40% share details of which we can elaborate in our Agreement if you are interested in going forward. We would sign a memorandum of understanding so we know and respect ourselves and boundaries during and after this transaction.

We hope to conclude this deal within 28-42 working days if you accord me your full support and co-operation. I give you my word that you are completely safe in doing business with me.

In conclusion again, I will re-emphasize the fact that I do not need a joker therefore if you are not going to participate fully in this transaction; you are free to say NO now that the transaction has not started as I will not like any disappointment in between the transaction rather lets us be ordinary friends. We have to do everything to protect this deal as here lies my future.

Please, I want to make sure that you understand me clearly. This offer is not an internet scam nor anything of that nature . I effectively carry out this project to the completion, which has been supervised by the government, and they are satisfied with the result. I got the opportunity because my in-law is the Ministry of Roads and highways. These funds are from Roads construction project that was assigned to my office in 2008 from previous Government .

The project ended in 2015 and has been supervised by the Government and the regional chairman , everybody was satisfied with the Job completion. I even received an award from the regional chairman concerning the work put in place.

How do i got the remaining funds ? I got it through all the contractors that participated. The contractors gives me an estimate, and i gave my a different estimate . that is how i got the balance . it's through negotiation that i got the funds.

The project was completed in 2015 , so i have to wait to make sure that everything is forgotten before contacting you as i will resign from my post at the end of this year.

The funds are legal and the entire process will be in accordance with the law.

So please delete any form of fear in you.

I have a big reputation here and i cannot afford to jeopardize it.

I also have a beautiful family that i cannot afford to embarrass or put them at risk .
