We are in good receipt of your email message, the step to take is for SBLC to be the collateral of the loan to enable the government agency to fix all the fees needed for the funds to be paid into your account.
I don't know if you have a bank which can issue SBLC with the range of USD 4 Million, If you don't have our correspondence bank can arrange the said SBLC with the administrative fee on your behalf.
