takes about 3 working days from the day the License Application Letter
was submitted and the requirements complied to for the License Permit to
be issued. National Oil Corporation of Libya (NOC), will issue you the License
Permit and also a Sales and Purchase Contract Agreement after the processing of
your application Letter. You will sign your part of the Sales and Purchase Contract
Agreement and return to National Oil Corporation of Libya (NOC) . This Sales
and Purchase Contract Agreement will state the license validity period and
monthly allocation quantities. Next we will secure Authority to Load/ Terminal
Reservation {ATL/TR}for our first month’s sales/export allocation.
3. I will then introduce you to our Company as a license holder for Libyan
origin crude oil Exporter.
4. Loading and shipping begins.
5. Payment for cargo and logistics will be done by our Company directly to the
Bank account Coordinates of National Oil Corporation of Libya (NOC) as provided
by you and after the confirmation of the payment, National Oil Corporation of
Libya (NOC) will commencing loading of the Crude Oil into the provided Vessel.
(6) After the completion of loading of the product and delivery to our company,
Loading is being carried out; we will then pay your commission into your
nominated Account in your country depending on the amount of barrels sold
monthly.. As soon as you confirm the commission in your account, I will
provide you an account where you will transfer my 50% into.

marketing license, they will allocate 2million barrels per month to your

12 months and that is the money we are going to share for me and you every
month as our commission, after deducting your government tax, it could be less
or more, depending on the number of buyers we have.
However

I have already
explained in detail in my previous email messages to you, however what i am
offering to you is an opportunity to make money through the oil sector with my
connection in the ministry.
if you apply for
the lifting license with your company name you will obtain the license under
your company name as a sales agent/license operator to National oil
corporation, you will earn $2 to $3 commission on each barrel of crude supplied
to the buyers from the national oil corporation and this will be up to $4m to
$6m every month from my calculation based on the volume of sales monthly.
Like I explained
previously, I already have buyers for $2m barrels every month for 12 months, it
is my obligation to direct you step by step and the commission earnings will be
shared between you and me 50 / 50 ratio, that is my terms.
I hope my
explanation is clear enough, please send the letter of inquiry to the NOC as I
directed and keep me informed of the outcome.
