sum, through the hindsight of government contracts and careful
manipulation of contract award documents and secured for ourselves a
contract sums of US$19.7M (nineteen Million, Seven Hundred Thousand
United State Dollars) only, which is a portion of a contract sum that
was originally awarded to and completed by a Foreign Contracting Company
and now we need your assistance to receive the portion which we over
invoiced.

The contract in question was validly awarded to a foreign firm to supply
Hospital equipments to the Kamfersdam Hospital and Kimberly phase
Hospital. My colleagues and I constitute the tender board and several
companies that bid for the contract submitted a lot of tenders. We
however awarded the contract to the foreign company despite the fact
that their bid was much higher but based on our understanding that
US$19.7M representing 10% of the contract value be given to us. It was
further agreed between us that since the parent company is in the United
Kingdom and the transfer of the total value goes to the company in the
United Kingdom, there is no guarantee that the 10% i.e., US$19.7M will
be released to us.

We have agreed that the total amount less the 10% (US$19.7M) be applied
for and released into any account we may provide, we will take the
official procedure to receive the 10% by applying legally as a
sub-contractor, with contractual agreement endorsed by the Department of
Health and Social Services by your company through which we intend to
receive the money.

We, therefore, need your assistance as the funds are secured in an
escrow account of the Government specially set aside for the settlement
of outstanding payments to foreign contractors. We are handicapped in
these circumstances, as the South African Civil Service Code does not
permit us to operate a foreign account hence your importance in this
transaction. We also require you to keep this transaction confidential
and to yourself only. We shall guide you on how to handle this
transaction from your side so that we do not face any complications
