Someone forwarded a spammer's email to Spamnesty, which replied to the email, pretending to be a person called Raymond Weaver and starting a conversation.
This is that conversation.
Child care costs are exploding. In most states, it costs more than in-state college tuition. The average cost of child care for a single child can take up between 9% to 36% of a typical family's total income. That means too many working families are left without any high-quality options that fit their budgets.
So today, I'm proposing a new plan to provide Universal Child Care: high-quality child care from birth to school age that is free for millions of families and affordable for all.
Here's how we'll make it happen.
The government will partner with local providers - states, cities, school districts, nonprofits, tribes, faith-based organizations - to create a network of child care options that will be available to every family.
These options will include locally-licensed child care centers, preschool centers, and in-home child care options.
Local communities will be in charge, but providers will be held to high national standards to make sure that no matter where you live, your child will have access to quality care and early learning.
Child care and preschool workers will be doing the educational work that teachers do, so they will be paid like comparable public school teachers.
Here's the best part: access to one of these high-quality options will be free for millions of families. And no family in America will have to pay more than 7% of their income to take advantage of these new options.

How will we pay for this program, you may ask? The entire cost of this program is covered by about a quarter of the revenue from my new Ultra-Millionaire Tax proposal. Think about that: we can provide affordable and high-quality child care and early learning options for every American just by asking people with more than $50 million to pay their fair share.
We can do this - and we must. We're the richest country on the planet. We shouldn't be denying our kids the high-quality early education they need. And we shouldn't be letting millions of families drown under rising child care costs.
This fight is personal for me. Without child care, I wouldn't be where I am today.
I remember how hard it was to find affordable and high-quality child care when I was a working mom with two little ones. After my second baby was born, I got a job teaching at a law school. I was beyond excited - I loved every single minute of it.
But outside the classroom, things weren't going so well. The babysitter quit, and over the next few months, I tried all sorts of child care options: another babysitter, a neighbor with kids, and a couple of daycare centers. One day I picked up my son Alex from daycare and found that he had been left in a dirty diaper for who knows how long. I was upset with the daycare but, more than anything, angry with myself for failing my baby.
At the end of my rope, I called my 78-year-old Aunt Bee in Oklahoma and broke down, telling her between tears that I couldn't make it work and had to quit my job.
Then Aunt Bee said eleven words that changed my life forever: "I can't get there tomorrow, but I can come on Thursday." Two days later, she arrived at the airport with seven suitcases and a Pekingese named Buddy - and stayed for 16 years.
I'm a United States Senator today in part because my Aunt Bee rescued me on that Thursday in 1979. Without child care, I was a goner. And I know how lucky I was because so many working moms don't have an Aunt Bee who can fly in and help out.
That's why I'm in this fight. I'm determined to make sure that every parent who needs it can find a quality, affordable option for child care, and that every kid gets a great early learning experience.
Our plan will change the lives of millions of Americans. It's a win-win-win.
1. Parents will get to choose the work situation and child care arrangement that's best for them.
2. Kids will get high-quality care and preparation for kindergarten.
3. The economy will get a huge boost as more parents will have the freedom to work if they choose to, and a new generation of kids will get the early skills they need to fulfill their potential.

sincere enough to work with us in this project on our agreeable terms,

conclusion of this our mutual transaction.
However, I am working with the Development Bank of Singapore as an
Auditor; and as mentioned in my proposal to you that there was a
foreigner who died here in Singapore, leaving behind an estate/capital
(US$50Million) here in Development Bank of Singapore (DBS) where I
work, till date, but nobody has come forward or put application for
the claim.
In pursuant of the above plan, we choose you in this transaction
specially because you bear the same last NAME with the Late Investor.
Please note that nobody knows that we are doing this with you. So, in
unveiling details of the project, the name of the Late investor is Mr.
Robert Weaver , an American Citizen who was based here in Singapore
until his death. He died in a car Accident in March 15th 2011, here in
Singapore. He had no family or relations with him at the time, that is
why these funds has remained unclaimed over the years. From my point
of view you are the most suitable person for this project. This would
especially be possible because during our painstaking research to get
the next-of-kin, we find out in your information that you bear the
same last name ( Weaver ) with the Late Investor, which would
otherwise give us the edge to present you as the inherent of the late
investor's deposit.
I can confirm with certainty that the said Investor died intestate and
no next-of-kin to his estate and no body came forward all these years.
