Dear Sir,

I am representing a group of foreign investors from Asia, who are looking, to move capital resources to your country, for long term investment purpose.

What we need is a local partner in your country, who we can present as the primary beneficiary of the funds. The reason for this need is, that the funds are coming from over-invoicing of the actual value of a contract award, by our government, to a foreign establishment. Over here, most foreign based contracting firms have components of their contracts given out, as sub-contracts to other entities.

We, as high ranking members of the contracts award committee, usually do this for them, hence the privilege, we have, to initiate this one. In this case however, the original contracting firm has been paid off, to the exact value of the contract. So what we intend to appropriate to ourselves and our would-be partner (you, if the offer this acceptable), is the amount from the over-invoicing, which is quite significant in volume.

I need to get certain fundamental assumptions clear, so that we can work with each other based on trust.

One of them is, that on this partnership, both sides much demonstrate matching responsibility to the protection of each other's interest.

Secondly, you will not be required, to travel to any part of the world outside your country, pursuant to the actualization of this deal.

What is required, upon your acceptance of this proposal, is to get your name registered here, as the foreign contractor, and it will take about a period of one week to get approvals for the funds, to be moved to your designated account.

As for the sharing pattern, you the foreign partner gets 35% of the funds. Our contact person at the local Ministry of Finance gets 5%, while we keep 60%. Everyone gets their share, after the funds are transferred to you. We can start with a lesser amount of US$30,300,000, and we see how successful it is, before we do higher volumes.

It is essential, that this be kept strictly private between you and me, as I look forward to your response.
