March 23, 2019 Protecting Arnold AFB I began a busy week near Tullahoma at Arnold Air Force Base. It was wonderful to meet with the men and women stationed there and learn more about their on-site operations. I agree with General John E. We talked about the problems facing Chattanooga and the surrounding area, specifically the opioid crisis and drug and human trafficking. Additionally, we heard that jails are at maximum capacity, and we should examine making greater use of drug courts and diversion programs to reduce incarceration rates. This was an important opportunity to listen to our law enforcement officials directly and discuss how we can be most helpful in addressing these issues.

SPECIAL EDITION THE BLACKBURN REPORT
March 25, 2019
This weekend, I had the distinct honor of visiting our men and women of the Tennessee Army National Guard serving overseas in Poland and Ukraine before they return home from a nine-month deployment. Too often, non-combat deployments can be overlooked and I wanted to let these brave Americans know their missions are critical to the national security of the United States. The 278th Armored Cavalry Regiment (ACR) headquartered in Knoxville is one of just two heavy ACRs still in existence. The motto of the 278th is "I Volunteer, Sir" - a spirit that I saw embodied in each soldier I met with throughout the weekend.
I began my trip by sitting down with Lieutenant General Cavoli, the Commanding General of U.S. Army Europe. There we discussed the ongoing Exercise Austere Challenge and the importance of these exercises in increasing interoperability with our partners to enhance warfighting readiness as we prepare for the future fight. He complimented the good work of the 278th in both Ukraine and Poland and I was proud to relay that message to our troops.
In Orzysz, Poland, Ambassador Georgette Mosbacher met me at the U.S. Battlegroup Poland where we learned about the Enhanced Forward Presence Mission (eFP), in which the 278th ACR forward deploys one trained and ready Squadron Battlegroup in order to assure our allies and deter our adversaries.
The 278th ACR is the first Armor centric maneuver force to support this mission, and as such has paved new ground and discovered new challenges. I had the opportunity to hear lessons learned from Exercise Bull Run earlier this year, in which we demonstrated the capability to rapidly deliver multinational forces to decisive terrain. Our Tennesseeans also learned quite a bit about operating in the subzero Polish winter. The work of the eFP is vitally important to maintaining territorial integrity in the region and I am proud that the 278th is a part of this mission. The following day, I traveled out to the Joint Multinational Training Group - Ukraine (JMTG-U) in Lviv, Ukraine. There, the 278th ACR directly trains Ukrainian Armed Forces and National Guard units. The transformation of these Ukrainian forces to Western Army Doctrine and NATO standards of mission command is a vital task as U.S. Army Europe realigns its mission to fight together with strategic partners against a near peer adversary. I had the privilege of shaking each soldier's hand and awarding Congressional coins to five men and women of particular distinction.
I was also impressed with the improvement the soldiers made to their facilities. One of the unique strengths of the Guard is the soldiers' wide variety of civilian professions. In Ukraine, carpentry skills were put to use to construct an outdoor activity area and to enhance the dining facilities. The 101st Airborne will take over this mission later this year, and I know that they will be grateful for these improvements.
In both sites, I sat down in the chow hall for lunch with our soldiers. There we discussed issues affecting their everyday lives - including retirement age, benefits and pay, and the increasingly high tempo of National Guard operational deployment. I will bring back the knowledge I gained from these conversations to my work on the Senate Armed Services Committee, to ensure that we address these issues head on.

SPECIAL EDITION: THE BLACKBURN REPORT Senator Blackburn visits Border with Vice President Pence, Chairman Graham and Members of the Senate Judiciary Committee
We continue to hear about the crisis at our southern border. As the situation becomes more and more dire, it is important that both sides of the aisle work together on solving this issue. On Friday, the Vice President and members of the Senate Judiciary Committee saw firsthand the work being done to secure our border. We spoke with border patrol officers, toured the McAllen Border Patrol Station, and spoke with detained migrants. What the cartels are telling them in Central America, or any of the other 60 countries where individuals have arrived from, is not what happens when they arrive on U.S. soil. The cartels in Mexico and Central America have sold these migrants a pack of lies about crossing our southern border; it isn’t until they arrive that they discover the truth, and are faced with the long, sometimes confusing process of applying for legal entry. Migrants from as many as 60 other countries have experienced a similar shock. Joined by Acting DHS Secretary Kevin McAleenan and Acting ICE Director Mark Morgan, we heard directly from the McAllen sector team. Here is some of what we learned from those working every day to protect this country: Cartels deal in trafficking drugs, and human beings, and we should think about them in terms of big business: they want the highest possible profit margin. Trafficked humans funneled into criminal gangs, labor gangs, and sex trafficking rings bring in more money than migrants who make their own way to the border. This is why cartels are advertising on Facebook and news outlets like travel agencies. They even offer a pricing schedule depending on how you wish to be smuggled across: if you go first-class, it is going to cost you more! This is a problem. It is reprehensible. It has to stop. The stats are staggering. Last year, the McAllen sector recorded 162,000 apprehensions; this year they've already had 283,000. Migrants have come from 60 different countries, including Syria, Iran, Pakistan, Yemen, and Turkey. The backlog for asylum hearings now approaches one million, requiring over 500 judges to get through this massive caseload. Our border patrol men and women are heroes. Despite the constant disparaging coverage in the media and by public officials, these officers show up for work every day and proudly do their job. We spoke with the detainees with the assistance of an interpreter, and all confirmed they were being properly fed and had a safe place to sleep. While some delight in calling these holding facilities concentration camps, our officers work to address the humanitarian crisis daily, caring for those who have broken the law. Thank goodness they haven’t gone on strike. They consistently recommend Congress act on three priorities: a barrier, technology, and more boots on the ground. They also suggest that we change the asylum laws to require that people apply in their own country or a safe third party country. We must also modify the Flores rule to allow for an expedited decision-making process. We owe it to our border patrol officials, the migrants, and the American people to find a solution to this crisis. It was great to meet with Christopher Carney of Parsons, a pilot at the McAllen Border Patrol Station. STAY IN TOUCH
