These mentioned products are urgently needed because of the devastation caused by the recent war in my country.
I want to assure you this contract Ref: MOFLIB317 will be handled directly by the minister for Finance Mr. Khaled Al-Mabrouk Abdullah.
The minister will award this supply to your company, as he would collaborate with you confidentially, your company will not go through the bidding process.
The honorable minister of finance Mr. Khaled Al-Mabrouk Abdullah is the facilitator of this transaction; he will ensure that your company is awarded this contract supply, provided you agree with his terms, which are that:
1.) You make a proforma invoice totaling thirty-three million dollars ($33M) which is what's been budgeted for this supply contract
2.) Your company will receive payment of thirty-three million dollars ($33M)
3.) Your company will supply ONLY thirty million dollars ($30M) worth of goods
4.) The difference (mark-up) of Three million dollars ($3M) remaining in your account will be regarded as commission (defined here as fee accruing to an agent, broker, or salesperson for facilitating, initiating, and/or executing a commercial transaction).
5.) You will send the commission (mark-up) of Three million dollars ($3M) to Mr. Khaled Al-Mabrouk Abdullah company account overseas to be provided.
The minister will ensure your company receives a 100% upfront payment, which will be done by the ministry of finance's payment agent office in Europe.
Once again, it is important for you to bring into the picture the President or CEO of your company because important decisions would have to be made as we proceed with this business opportunity. As it becomes obvious that the collection of the commission is very much important to Mr. Khaled Al-Mabrouk Abdullah and his highly placed partners who have built this commission into the contract payment. This aspect of the deal involves an organized transfer involving highly placed persons, who would want their profiles to be protected more than any scandalous wealth. They value their reputations much more than the commission. They would see to it that your company receives 100% upfront down payment before you begin to export to us or even Re send the commission to Mr. Khaled Al-Mabrouk Abdullah and his partners.
